After doing much research (10 years, 4 of which are on this subject) you can really start to see these problem - reaction - solution senarios going through the motions. For those of you that don't know the 19th century theory on problem - reaction - solution, this is how it is played out. If you want something done that the people will rebel against, you create a problem. Say like Clinton needing his terrorist death penalty bill to pass when it was rejected. You create a problem like the Oklahoma City Bombing. The public then gives you the reaction of something must be done. In turn you give your solution that will "keep it from happening again", and the public buys it. Thus you have emplimented what you wanted and the public allows it. Just as the USA Patriot Act from 9/11 and invasion of Afgahnistan was played out. This is not the bill the Congress took time to draft.
